The PCOE State and Federal Programs Network meets monthly following the CDE State and Federal Directors meeting. We provide current and accurate information for program directors responsible for oversight of federal categorical programs and state requirements. Meetings include pertinent and timely information on topics related to categorical needs, programs, compliance, and other related items. In addition, the meetings provide an opportunity to meet and share ideas with people who have similar responsibilities within other Local Educational Agencies (LEAs).

Placer County Office of Education hosts quarterly Multilingual Learner Coordinator Network (MLCN) meetings. These meetings were formerly known as the English Learner Coordinators’ Network or ELCN. The MLCN provides local district educators who coordinate services for English learners and dual language programs with the opportunity to obtain relevant information about English learner issues, up to date guidance and a chance to brainstorm and network with other districts.

Best Practices in Evaluation of English Learners: An Evidence Based Approach for All Practitioners
 
This course will delve into the best practices and evidence based practices to use when assessing English learners.  Dr. Ortiz will discuss the use of the culture-language interpretive matrix (C-LIM) and how it can assist in differentiating between a learning disability and a language learning difficulty.  Dr. Ortiz is Professor of Psychology and former Director of the School Psychology Program at St. John's University, Queens, New York. He earned his Ph.D. in Clinical Psychology from the University of Southern California and completed postdoctoral training in Bilingual School Psychology at San Diego State University where he also obtained certification as a school psychologist. Dr. Ortiz has studied and published on topics that include assessment of culturally and linguistically diverse individuals, application of modern intelligence theory in testing through CHC Cross-Battery assessment methods, differentiating cultural and linguistic differences from disorders, and development of the CHC Culture-Language Matrix as a method for determining the primary influence of culture and language on test performance.
