The PCOE State and Federal Programs Network meets monthly following the CDE State and Federal Directors meeting. We provide current and accurate information for program directors responsible for oversight of federal categorical programs and state requirements. Meetings include pertinent and timely information on topics related to categorical needs, programs, compliance, and other related items. In addition, the meetings provide an opportunity to meet and share ideas with people who have similar responsibilities within other Local Educational Agencies (LEAs).

This 9-session professional learning series, designed for Kindergarten through 2nd-grade teachers, will focus on accelerating early literacy development through evidence-based instructional practices. Meeting once a month for two hours from August through May, participants will engage with research-backed strategies to strengthen foundational reading skills.



The series will incorporate content from the Getting Reading Right® modules by the Los Angeles County Office of Education (LACOE) and evidence-based practices from the California Collaborative for Learning Acceleration (CCLA), led by the Santa Clara County Office of Education (SCCOE). Additionally, participants will receive a copy of 7 Mighty Moves by Lindsey Kemeny, which will serve as a key resource throughout the series. Assigned chapters will be read in advance to deepen discussions and application of high-impact literacy strategies.



Through this collaborative learning experience, educators will gain practical tools to enhance early literacy instruction, strengthen assessment practices, and support all students in becoming confident, proficient readers.

Prevent-Teach-Reinforce (PTR) Training consists of a readiness webinar and four days of team training with coaching and provides Student-Centered Teams a process for identifying students needing Tier 3 individualized supports, assessing students’ strengths and needs, and developing a team-based plan involving Prevention, Teaching, and Reinforcement strategies. PTR is designed to support students attending pre-K through high school. Secondary students are best supported by initially focusing on one class period/routine at a time and increasing student input. Please note the days and types of teams that will attend each training session: Tier 2/Intervention Team attends training day 1 (8:30-11:30) and day 4 (12:30-3:30) Student-Centered Team attends day 1 (12:30-3:30), day 2-3 (8:30-3:30), and day 4 (8:30-11:30). Participating sites/districts will be sent registration links approximately 2 weeks before the first day of training. Note: A designated PTR Facilitator also attends three, 1-hour Huddle calls designed to support their initial implementation of a PTR plan. Join us for the launch of Placer County Reads’ Secondary Literacy Institute, facilitated by Stanford’s CSET. This interactive session will bring together secondary educators from across the county to explore research-based strategies that make literacy accessible for all learners.

This first session is open to all secondary teachers—whether you're curious about strengthening literacy in your classroom or considering a deeper role as a Secondary Literacy Fellow. Fellows will engage throughout the year in cycles of inquiry, professional learning, and collaborative leadership to bring literacy practices back to their school sites.

Participants will:

Explore current research and strategies for secondary literacy across content areas.

Learn strategies to provide all learners—including English learners and students with disabilities—access to grade-level content and texts.

Join us for a dynamic, hands-on day with Tom Lewis, an educator with over 36 years of experience and national facilitator with Building Thinking Classrooms. This session is designed for teachers eager to deepen their BTC implementation. Tom has worked closely with schools and districts across the country to bring Peter Liljedahl’s research to life in classrooms, empowering and inspiring educators to embrace new practices that shift learning opportunities for students.

Together, we will build upon prior BTC knowledge of participants as we will explore how to design rich thinking tasks using your own curriculum, engage in the art of thin slicing aligned by standards, and practice creating lessons that can be used immediately in your classroom.

This interactive session will also include dedicated time to collaborate with colleagues: sharing ideas, refining tasks, and co-designing lessons. You’ll leave the day with strategies, tools, and ready-to-use plans to take your Building Thinking Classrooms practice to the next level.

Exclusive Professional Development Opportunity for County of Education Employees!

Improvement Science for Teams offers an in-depth learning-by-doing exploration of Improvement Science principles and methodologies, through the context of an improvement project. Through interactive sessions, participants build knowledge and learn to apply Improvement Science through a problem-of-practice. This three 2-day workshop series will prepare participants to:





  • Understand the foundational principles of Improvement Science and its application in educational settings.

  • Identify an improvement opportunity and develop a structured improvement project with clear aims, measures, and action plans.

  • Apply Improvement Science tools including hands-on experience with Plan-Do-Study-Act (PDSA) cycles, driver diagrams, and process mapping.

  • Understand the roles and responsibilities of team members in driving improvement initiatives.

  • Cultivate a mindset of continuous learning and improvement within your team.

Registration Fee:

For teams of three or more, $900 per person, and individuals for $1,100 if registered by June 30, 2025.

Starting on July 1, 2025, registration for teams of 3 or more is $1,000 per person and individuals are $1,200.
